Shipping domestically produced solder to ASEAN countries is not as simple as just applying labels and loading containers. Decree No. 29/2019/ND-CP of the Vietnamese Ministry of Industry and Trade explicitly requires that all electronic Soldering Materials must provide a heavy metal migration test report compliant with TCVN 8264:2019, while Circular No. 076/MOIC/2021 of the Lao Ministry of Industry and Commerce mandates a transport packaging performance test certificate as specified in SN/T 0370.3-2018. If either of these two documents is missing, the goods will be directly detained in the customs inspection warehouse upon arrival at the port.
Rules of Origin Cannot Be Judged Solely by RCEP Tariff Concessions
After the RCEP came into effect, many enterprises mistakenly believed that they could clear customs with zero tariffs simply by presenting a certificate of origin. However, when Thai customs actually enforce the rules, they will verify the substantial transformation standard for domestically produced solder. For example, if Solder Wire shipped by JJY from its Jiangsu factory only undergoes repackaging and labeling without a change in tariff classification or value-added exceeding 40%, it will be taxed at the most-favored-nation rate even with an RCEP certificate. More seriously, the Myanmar Ministry of Commerce added Supplementary Clause No. 112 in 2023, requiring the provision of raw XRF scanning data for solder alloy composition to prove that the Sn content fluctuation does not exceed ±0.3%.
Flux Formulation Determines Whether Goods Can Pass the Destination Country's Environmental Customs Inspection
Rosin-based fluxes for domestically produced solder must be re-evaluated for halogen content upon export. Article 4.2 of Cambodia's Law on Chemical Management sets the total active halogen limit at 500ppm, while the commonly used domestic JL-901 type flux has a measured value of 720ppm. This results in the same solder being cleared without issue at Pingxiang, Guangxi, but detained at Phnom Penh Port. The root cause is that the zinc chloride activator used in JJY's production line has not been replaced with an organic amine salt system, and a full TCVN 7331:2018 test was not conducted before export.
Packaging Details Often Become Fatal Points for Customs Clearance
The UN marking on the outer carton of domestically produced solder must strictly correspond to the inner lining material. For example, if solder reels shipped to the Philippines use a PE bag + corrugated carton combination, the UN code must be 4G rather than 4C, as 4C is only applicable to pure paper structures. Last year, two containers of JJY goods were returned at Manila Port because the customs declaration stated 4G, but the actual inner bag thickness was measured at 0.08mm, which is below the 0.12mm minimum required by SN/T 0370.2-2017. This kind of error cannot be detected by visual inspection on the production line and must be checked by micrometer sampling per batch.
Three Mandatory Actions Must Be Completed Before Shipment
The first step is to have the freight forwarder send the latest version of the destination country's import license template in advance for comparison. The second step is to arrange for SGS to conduct pre-testing against the destination country's mandatory standards rather than only producing a CNAS report. The third step is to record the furnace number, smelting batch, and flux addition time for each reel of solder into the accompanying English QC tracking form. Lao customs now requires this form to be stamped with the factory's steel seal and to be completely consistent with the batch numbers on the packing list; missing even one digit will trigger an open-box re-inspection.
